In Dehradun at the Veer Chandra Singh Garhwali auditorium, Uttarakhand Chief Minister Trivendra Singh Rawat launched the Mukhya Mantri Saur Swarojgar Yojana.

The scheme was launched for self-employment in solar energy agriculture. The scheme aims to create self-employment for the state’s 10,000 residents. By combining it with integrated cultivation, the scheme has been made more profitable.

In the context of the scheme:

  • In the renewable energy market, 10 000 young people and migrants would be self-employed.
  • Solar plants of 25 Kilowatts (KW) each would be allocated to the intended beneficiaries.

To set up each plant, 1.5-2 nails (Land Measurement Unit) and INR 10 Lakh for INR 40,000 per unit are required.

The plants will produce 38,000 electricity units per year, purchased for 25 years by Uttarakhand Power Corporation Limited.

Mukhyamantri Saur Swarojgar Yojana Requirements for Eligibility

  • The applicant must be a permanent Uttarakhand citizen.
  • Loans at eight percent interest would be issued to unemployed young people and migrants.
  • Under the system, only one solar power plant will be provided to one user.
  • For 15 years, power will be purchased by UPCL.
  • Educational credentials would not be required to participate in this scheme.
  • Entrepreneurial young people, rural unemployed people, farmers over the age of 18 would be eligible.

The Scheme Application and Selection Process

  1. Applications will be invited/received by UREDA on this scheme’s online portal.
  2. Every beneficiary will be required to deposit Rs. 500/- (including GST) as an application fee with the application in the form of a bank draught in favour of the Director, Ureda, Dehradun, or UREED account no. 4422000101072887,] IFSC Code: PUNB0442200, Branch: to be presented to the Assembly.
  3. A ‘Technical Committee’ will be constituted in each district for review of applications received. General Manager, District Industries Center, or his nominated delegate.
  4. A committee at the district level would delegate the project to the applicants considered to be technically acceptable.

Mukhyamantri Saur Swarojgar Yojana 2020 Objectives

  1. Mukhyamantri Saur Swarojgar Yojana aims to encourage green energy development and provide the state’s youth and returning migrants with opportunities for self-employment.
  2. In pursuit of jobs in hilly and rural areas to avoid migration.
  3. By planting solar power plants on certain agricultural land that is becoming barren, to grow means of revenue.
  4. Promoting renewable energy production in the state and ensuring that the RPO is fulfilled.

Beneficiary Profits

Eligible individuals can apply via an online portal under the scheme.

Only one solar power plant will be allocated to one person.

  • 25 kilowatts of solar plants will be allocated to each beneficiary of this scheme, and 10,000 people will be self-employed under this scheme.
  • The installation of a 25 kW solar plant would require 1.5 to 2 drains (300 sq m) of land. It’s going to cost Rs 10 lakh.
  • Beneficiaries can borrow from cooperative banks or nationalized banks.

The cooperative bank will provide credit for this scheme at an interest rate of 8 percent for 15 years.

  • Solar panels for integrated agriculture, fruits, vegetables, and herbs can be built on the same property.
  • Yojana would not only provide them with jobs but also encourage green energy development.
  • The government will foster silence for the unemployed to produce vegetables so that young people can earn a livelihood from electricity, vegetables, and silence.
  • The Uttarakhand Renewable Energy Development Agency will carry out the plan.
