Tsobmms – Telangana State Online Beneficiary Management and Monitoring (OBMMS)
Many young people in Telangana hear about TSOBMMS when a friend gets a subsidy loan for an auto or a small shop. Then the questions start. Who can apply? Where is the form? TSOBMMS is the short name of the Telangana State Online Beneficiary Management and Monitoring System. It is a website where government corporations take applications for loan and subsidy schemes, and then track each case until the money is released.
This guide explains the portal in plain words. It covers the main schemes on it, the papers you need, the steps to apply and the mistakes that cost people their turn. One warning first. Andhra Pradesh has its own similar portal, and the two are often mixed up online. I keep them apart below.

What Is TSOBMMS?
OBMMS stands for Online Beneficiary Management and Monitoring System. The Centre for Good Governance (CGG) in Hyderabad built it. The CGG says the system works across 17 corporations and federations of the Telangana government. By February 2025 it had handled about 3.2 lakh beneficiaries and around Rs 3,690 crore.
A beneficiary is simply the person who gets the benefit of a scheme. The portal lets a corporation collect applications, check documents, pick names and follow the loan after it is given. The old web address used the letters “tsobmms”. The portal is now branded TGOBMMS, since the state’s short code is now TG. I could not open the live site from my end, so search for the official Telangana OBMMS site and avoid links from random pages.
Who runs the schemes on it?
The portal is only a tool. The schemes belong to state corporations for Scheduled Castes, Scheduled Tribes, Backward Classes and minorities. Each decides who is eligible and how much money is given.

Rajiv Yuva Vikasam
This is the big one. Chief Minister A. Revanth Reddy launched it on 17 March 2025 at the Assembly premises. The government set aside Rs 6,000 crore to help about 5 lakh young people start their own work. The Hindu reported the launch and the money set aside.
Applications were open from 17 March to 14 April 2025. The last date was first 5 April and was then extended. Reports say about 16.24 lakh applications came in, far more than the money could cover.
The sanction letters were meant to go out on 2 June 2025, but they were delayed. In September 2026, news reports said Deputy Chief Minister Bhatti Vikramarka asked officials to release first-phase help of up to Rs 1 lakh from 19 November 2026. Treat that date as news, not as a promise. Confirm it with your district office.
Driver Empowerment Programme
This one is for minority drivers. It is run with Maruti and Uber. There are three parts: driving and skill training, help in finding work through Uber, and finance for a vehicle through the minorities finance corporation. The subsidy is 60 percent of the vehicle cost or Rs 5,00,000, whichever is less. The beneficiary pays Rs 50,000. The rest comes as a bank loan. This comes from the Telangana State Christian Minorities Finance Corporation. Read its latest terms before you plan around it.
How Much Subsidy Do You Get?
Under Rajiv Yuva Vikasam, the subsidy depends on the cost of your unit. A unit is the business you plan to start, such as a tailoring shop or a small vehicle. The rules came in a government order, G.O.Ms. No. 7, dated 25 March 2025. Cheaper units get a bigger share of subsidy.

Minor irrigation units also get a full subsidy. The most any unit can get is Rs 4 lakh in support. Say your shop costs Rs 1.5 lakh. The subsidy is 80 percent, or Rs 1.2 lakh, and the remaining Rs 30,000 is the loan.
Who Can Apply?
The rules below come from the 2025 guidelines for Rajiv Yuva Vikasam. A new round may change them, so treat this as a checklist and not as the final word.
- You must belong to the SC, ST, BC, minority or EBC/EWS group.
- Yearly family income must be within Rs 1.5 lakh in rural areas or Rs 2 lakh in urban areas. Urban means municipalities, municipal corporations and nagar panchayats.
- Age must be 21 to 55 for non-farm units. For farming and allied work, such as dairy, it is 21 to 60. The age is counted as on 1 July of the year the scheme is carried out.
Documents You Need
Keep clear copies ready before you sit down to fill the form. Missing papers are the top reason for delay.
- Aadhaar card. If your phone number is not linked to it, read our guide on how to link Aadhaar with a mobile number.
- Ration card details. If you have no ration card, get an income certificate from a MeeSeva centre.
- Caste certificate issued after Telangana was formed in 2014.
- A permanent driving licence, if you want a vehicle scheme.

- SADAREM certificate for persons with disabilities.
- A vulnerable-group certificate, if you claim that category.
How to Apply Step by Step
These steps follow the 2025 rules. Check the official notice for changes.
- Open the official OBMMS site of the Telangana government. Do not use a link sent on WhatsApp.
- Register on the portal and fill in your details. Choose the scheme and unit you want.
- Download the filled form.
- Take the form and your papers to the right office. In villages, this is the Mandal Praja Palana Seva Kendram at the MPDO office. In towns, it is the Municipal or Zonal Commissioner office.
- Wait for the check. A Mandal screening committee looks at your papers first.
- The District Level Committee then makes the final list. The collector sanctions the units after the minister in charge of the district approves.
The online form alone is not enough. You must hand in the printout with your papers. Ask for a receipt when you do.
How to check status
Look for a status option on the official portal. The exact steps can change, so follow the page. If you cannot find your case there, ask at the mandal or municipal office where you submitted the file.
Do Not Confuse It with Andhra Pradesh
Telangana and Andhra Pradesh split in 2014. Since then each state runs its own schemes. Andhra Pradesh has its own OBMMS portal for its own loan schemes. Its rules and dates are different. Check that state’s official site if you live there.
If an article mixes Telangana schemes with Andhra scheme names, it is mixing the two states. Rajiv Yuva Vikasam is a Telangana scheme only.
Common Mistakes to Avoid
- Applying under the wrong caste group or with an old certificate.
- Giving a mobile number you do not use. You may miss messages about your case.
- Paying an agent. The application is free. Report anyone who asks for money to the collector’s office.
What to Do If No Round Is Open
As of late September 2026, I found no new application window announced. The 2025 round is closed. Applicants from that round are waiting for sanction. If you did not apply, keep your papers updated. Watch the notices from your district collector and the corporation for your community.

Before You Apply
TSOBMMS is the front door for many Telangana subsidy loans. The idea is fair: you apply once, the file goes through a set process, and the money follows. The trouble is time. Rounds open rarely, close quickly, and the wait for sanction can be long. Be ready early, use only official sources and never pay anyone to get you in.
