About Balaram Yojana
Odisha’s government has launched a Balaram Yojana to provide Rs 1,040 crore of agricultural credit to landless farmers facing hardships due to the coronavirus outbreak, officials said on July 3.
During today’s high-level meeting at the Lok Seva Bhavan, Chief Secretary Asit Tripathy aimed to expand credit facilities through joint liability groups (JLGs) to landless farmers based on ‘social collateral.’
Tripathy has further established a useful institutional framework for coordination and monitoring at various levels. Approximately seven lakh landless growers will benefit from the program over the next two years.
Concerning ‘Balaram Yojana’
- The government has set a goal under the ‘Balaram’ Scheme to provide farm loans to 7 lakh landless farmers in the next two years.
- While the Institute for Agricultural Extension Management (IMAGE) coordinates the implementation of the Scheme at the state level, the Department for Agricultural Technology Management (ATMA) is coordinating at the district level.
- It has set Rs 1,040 crore aside for the purpose. Around 7,000 branches of several banks and Primary Agricultural Cooperative Societies will organize rural and small towns.
- As per the State farm loan laws guidelines, the interest rate and subsidy on the loan amount will be determined.
- This Scheme has implemented in partnership with the National Agriculture and Rural Development Fund.
The Scheme’s Application
- In a joint effort with the National Bank for Agriculture and Rural Development (NABARD), the plan was organized.
- Agriculture experts will upgrade the program at the field level. In rural and semi-urban areas, there are around 7000 components of different banks and PACS.
- About 70,000 sessions can obtain ranch developments. Five landless ranchers will be involved in each gathering to get the most extreme Rs 1.60 lakh credit.
- In the next two years, the state government has concentrated on giving seven lakh landless ranchers ranch credits.
- The simple field-level rural exercises would have credit inflows of about Rs.1040 crores through this program.

- Finance Secretary A K Meena called on officials to mobilize the banking sector to extend credit support to landless farmers and sharecroppers through the State Level Bankers’ Committee (SLBC).

The benefits of Odisha’s Balram Scheme
- This year, about 70,000 organizations would earn farm loans under the Scheme.
- Each community will consist of five landless farmers.
- Every group of five landless farmers will receive a maximum loan of Rs 1.60 lakh, official sources said.
- In the next two years, the state government has targeted providing farm loans to seven lakh landless farmers.
