RMSA is a significant scheme launched in March 2009 with the vision of making high-quality secondary education open, accessible, and affordable for young people aged 15-16 years old.

For Rashtriya Madhyamik Shiksha Abhiyan, RMSA is a short form. Also, this translates into the National Secondary Education Mission. This mission was also an initiative of the Central Government of India. The main objective of this Abhiyan was, therefore, to launch and provide secondary education in India’s primary schools.

Rashtriya Madhyamik Shiksha Abhiyan main goals:

The goal of the scheme is to enhance access to and improve the standard of secondary education while ensuring equity.

The system visualizes improving enrolment for Classes IX-X by providing a secondary school within a reasonable distance of each home, improving the quality of secondary education by ensuring that all secondary schools comply with prescribed standards, eliminating gender, socio-economic and disability barriers, universal access to secondary education by 2017, and universal re-enrolment by 2017.

From 2013-14, the Centrally Funded Schemes for ICT in schools, Girls Hostel, Inclusive Disability Education at Secondary Stage, and Vocational Education were replaced under the RMSA.

The subsumption of these schemes under the RMSA would lead to considerable financial savings and administrative rationalization of the provisions under the schemes, which would contribute to the availability of funds under the RMSA, on the one hand.

And on the other hand, because the interventions under these schemes apply to the aided schools and the higher secondary section, their subsumption under the RMSA would result in subsumption under the RMSA. These are now integrated RMSA components.

Although the benefits to aided schools would henceforth be limited to the new initiatives under the other schemes and the exclusion of the core components of the existing RMSA provisions, the integration will lead to integrated and inclusive planning and implementation at the state level (aided schools and higher secondary schools).

RMSA Key Aim

Rashtriya Madhyamik Shiksha Abhiyan (RMSA) ‘s main objective and the long-term target are as follows:

  1. Improving the overall standard of the education offered at the secondary level. And this is possible by ensuring all secondary schools comply with all the criteria prescribed by the authority.
  2. To eliminate gender, socio-economic and disability barriers. Such challenges are more like the social bias that interferes with the process of broadening one ‘s mindset.
  3. Furthermore, by 2017 (which is the XII Five Year Plan), equal access to secondary education.
  4. A very ambitious target of universal student retention by 2020.

The RMSA ‘s Major Heads

The Rashtriya Madhyamik Shiksha Abhiyan has four big heads or a chief-in-charge.

  • Increase inefficiency. In colleges, environmental education and science laboratories have been encouraged. Also, RMSA focuses on supporting key sponsorship schemes for the Population Education Programme, the World Olympics for Mathematics and Science. State governments also provide in-service preparation for teachers, facilities, and research contributions.
  • Access and fairness. RMSA not only stresses the provision of secondary education for particular focus groups but also emphasizes the reduction of the current socio-economic and gender inequalities in secondary education. We mean scheduled tribes and scheduled caste groups, minority girls, and children of CWSN by particular groups. They are also known as the disadvantaged/ vulnerable community. Also, some policies to provide free access to secondary education were introduced
  • Technologies of Information Technology (ICT). Because of an increase in IT demand, the ITC is significant. Components of the consolidated school ICT scheme provide funding support for computer education plans, staff reinforcement and reorientation, audio and video cassette digitization with NGO partnerships, and Internet-based education management.
  • Integrated Education for Children with Disabilities (IEDC): comprises multiple elements for integration with Integrated Early Intervention Child Development Programs, Sarva Shiksha Abhiyan (SSA) for the relevant elementary-level community, and special schools.

The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is the Government of India’s flagship scheme for enhancing access to secondary education and enhancing its standard.

By providing a secondary school within a fair distance of each home, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) aims to increase the enrolment rate.

It also seeks to enhance the quality of secondary education through the compliance of all secondary schools with specified requirements, the removal of barriers to gender, socio-economic and disability, and the provision of universal access to secondary education.
